Justin Scott Carroll (born December 8, 1995) is an American professional stock car racing driver. He last competed part-time in the NASCAR Craftsman Truck Series, driving the No. 90 Chevrolet Silverado RST or Toyota Tundra TRD Pro for his family-owned team, TC Motorsports. To avoid confusion with another stock car racer of the same name, he is often listed on NASCAR entry lists and results as Justin S. Carroll.
Early Life and Background
Justin Scott Carroll was born on December 8, 1995, in Williamsburg, Virginia. He grew up in the Williamsburg area and graduated from Warhill High School, the local high school in that community. His father, Terry Carroll, has been a central figure in his life and racing career, and the family has built a racing operation together.
Like many young stock car drivers from the Southeast, Carroll was surrounded by short-track culture from an early age, with regional Late Model racing providing a familiar proving ground. The combination of family support and a strong local racing scene helped him develop his skills behind the wheel before he moved on to national NASCAR series.
Path to NASCAR
Carroll’s climb through the NASCAR ladder began with an attempt to secure a ride in the NASCAR K&N Pro Series East with Michael Waltrip Racing in 2014. The following year, he made his series debut through a partnership with Precision Performance Motorsports, marking his first official laps in a NASCAR-sanctioned regional series.
He continued to gain experience in the K&N Pro Series East, learning the demands of stock car racing at higher speeds and longer distances. He competed part-time while running his family team, gaining experience on a variety of track types across the East Coast schedule.

In 2020, Carroll announced his intention to race in the NASCAR Gander RV & Outdoors Truck Series. The following year, he planned a part-time 2021 Camping World Truck Series campaign, but was unable to start any races because qualifying was not held, leaving him without an opportunity to lock into the field.
On March 9, 2022, Carroll announced plans to race in three events during the 2022 Camping World Truck Series season, with additional starts dependent on sponsorship. He attempted five races that year but failed to qualify for each of them. His closest brush with a starting spot came at Bristol, where he missed the race by just 0.145 seconds. On August 31, 2022, Carroll told Kickin’ the Tires that he and his team intended to return to the Truck Series and ARCA Series on a part-time basis in 2023.
