Murphy explained in an interview with Deadline that discussions about the film began around 2019-2020, involving multiple script revisions to find the right angle. He emphasized the importance of the movie having a strong justification for its existence.
It was pretty much from like 2019-2020 we’ve been talking about this and going through different versions of the script and working it and reworking and revising it,

He expressed that the ambiguous ending of season six, where Tommy Shelby disappears into the English countryside, was already a satisfying conclusion for the television series.
I felt that was a satisfying ending, actually, for the TV show.

With this in mind, Murphy insisted that the film needed not only to meet but ideally to enhance the impact of that closing moment. He also pointed out that the series has always had a cinematic quality, but the movie format allowed them to broaden the story’s scope even further.
