Janet Cowell (born July 19, 1968) is an American politician and nonprofit executive. She was elected the 63rd mayor of Raleigh, North Carolina on November 5, 2024, after a career spanning financial analysis, state government, and nonprofit leadership. A member of the Democratic Party, she previously served as North Carolina State Treasurer from 2009 to 2017 and was the first woman to hold that office. Cowell also served two terms on the Raleigh City Council and two terms in the North Carolina Senate representing Wake County.
Early Life and Background
Janet Cowell was born in Memphis, Tennessee on July 19, 1968. She grew up in the United States and later pursued her higher education on the East Coast, building an academic foundation that combined liberal arts, business, and international studies.
Cowell graduated from the University of Pennsylvania with a Bachelor of Arts degree. She went on to earn a Master of Business Administration from the Wharton School of Business at the University of Pennsylvania. Path to US Politics
Before entering politics, Cowell worked as a financial analyst with HSBC and Lehman Brothers, eventually relocating to Raleigh, North Carolina in 1997. She also worked as a consultant with SJF Ventures and Sibson & Co., and in 2000 joined the Common Sense Foundation. In 2012, she was re-elected over Republican Steve Royal, 53.83 percent to 46.17 percent.
