    Madeleine Dean Cunnane is an American politician and lawyer who has represented Pennsylvania’s 4th congressional district in the United States House of Representatives since 2019. A member of the Democratic Party, her district covers most of Montgomery County, a suburban county just north of Philadelphia, as well as a northeastern portion of Berks County. Before her time in Congress, she served in the Pennsylvania House of Representatives and as an Abington Township commissioner.

    Early Life and Background

    Madeleine Dean Cunnane was born on June 6, 1959, in Glenside, Pennsylvania, a suburb located just outside Philadelphia. She is the youngest of seven children born to her parents, Bob and Mary Dean. Growing up in a large family in the Philadelphia suburbs shaped her early interest in civic engagement and public affairs.

    Dean graduated from Abington Senior High School before continuing her studies at Montgomery County Community College. She went on to earn a Bachelor of Arts degree, graduating magna cum laude, from La Salle University. She later received her Juris Doctor from Widener University Delaware Law School. In addition, she studied politics and public service at the Fels Institute of Government at the University of Pennsylvania.

    Path to US Politics

    Dean got her start in politics shortly after graduating from high school, when she was elected to an Abington Township committee seat. She volunteered on her first campaign for Joe Hoeffel’s reelection to the state legislature in the same district seat she would later hold. During that campaign, she met her future husband, Patrick Cunnane, who was then a 19-year-old elected committeeman.

    After law school, Dean returned to the Philadelphia area and practiced law with the Philadelphia Trial Lawyers, eventually serving as executive director. She then opened a small, three-woman law practice in Glenside and worked as in-house counsel for her husband’s growing bicycle business. While raising three young sons, she turned to teaching and spent 10 years as an assistant professor of English at her alma mater, La Salle University, where she taught writing and ethics.

    Early Career (2012–2018)

    After decades of volunteering and working in politics, Dean was asked to run for public office herself. In 2012, she won a seat in the Pennsylvania House of Representatives, representing the 153rd district. In the State House, she prioritized social issues such as addiction, equal rights, access to healthcare, ethics, criminal justice reform, and gun violence prevention.

    Following the Sandy Hook Elementary School shooting, Dean and fellow legislator Dan Frankel co-founded the gun violence prevention caucus known as the PA SAFE Caucus. In 2015, she was appointed to the Governor’s Commission for Women, and in 2017, she was elected chair of the Southeast Delegation of the Pennsylvania House Democrats. She served on several committees, including Appropriations, Judiciary, Policy, Urban Affairs, State Government, and Finance, of which she was vice-chair.

    In February 2018, after a significant change in Pennsylvania’s congressional districts mandated by the Supreme Court of Pennsylvania, Dean announced she would end her campaign for lieutenant governor and instead run for Congress in the newly drawn 4th district. On May 15, she won the Democratic primary by defeating two challengers, Shira Goodman and former Congressman Joe Hoeffel. In the general election, she defeated Republican money manager Dan David with 63.45 percent of the vote to his 36.55 percent.

    Dean was one of four Democratic women elected to Congress from Pennsylvania in 2018, alongside Mary Gay Scanlon, Chrissy Houlahan, and Susan Wild. Their victories ended a period in which the state’s congressional delegation had previously been all male.     Dean ran for reelection in 2020 and defeated the Republican nominee, military veteran and political commentator Kathy Barnette, with 59.5 percent of the vote to Barnette’s 40.5 percent. Her strong margin reflected continued support from her suburban district.

    In 2022, Dean stood for reelection in a district that was mostly unchanged by redistricting. She faced Republican nominee Christian Nascimento, a vice president of product at Comcast and former Methacton School Board president, and won 61.3 percent of the vote. The couple has three grown sons and three grandchildren. Her son Pat served as senior writer and deputy director of messaging in the Obama administration. Dean is Roman Catholic.
