Nellie Pou Bio
Nelida Avila “Nellie” Pou (born May 20, 1956) is an American politician and business administrator serving as the U.S. representative for New Jersey’s 9th congressional district since 2025. A Democrat, she previously represented the 35th legislative district in the New Jersey Senate from 2012 to 2025 and in the New Jersey General Assembly from 1997 to 2012. Before and alongside her legislative career, she worked in Paterson municipal administration, including serving as business administrator.
A longtime resident of North Haledon, New Jersey, Pou has held several leadership posts, including Majority Caucus Chair in the state Senate and chair of the New Jersey Legislative Latino Caucus. She is also a former president of the National Hispanic Caucus of State Legislators. Her career has spanned municipal government, state legislature, and the U.S. Congress.
Early Life and Background
Pou was born on May 20, 1956, in Paterson, New Jersey. She grew up in the same Passaic County community where she would later build much of her professional life. Her upbringing in Paterson shaped her interest in local government and public service, and the city remained a constant in her career for decades.
She attended Kean College, Rutgers University, and the University of Virginia, building a broad educational foundation that supported both her administrative and legislative work. Her studies helped prepare her for a career that would move between city hall and the state capital.
Path to US Politics
Before entering elected office, Pou spent many years in Paterson municipal government. She served as a CETA training and education coordinator from 1975 to 1983, then coordinated the Passaic County Youth Program from 1983 to 1985. She went on to direct the city’s human services department from 1986 to 1997, gaining deep experience in local administration and community services.
Her transition into elected office came in 1997, when she was appointed to a vacant New Jersey General Assembly seat previously held by Bill Pascrell. When she was sworn in on January 29, 1997, she became the first woman and the first Hispanic to represent the 35th district, marking a notable milestone in the district’s history.
Nellie Pou Career
Early Career (1975–1997)
Pou began her professional life in Paterson, working her way through several municipal roles over more than two decades. She served as assistant business administrator from 1997 to 1998, and returned to the same role from 2003 to 2014. In 1986 she became director of human services, a position she held until 1997, overseeing programs that served local families and residents.
She also served on the Passaic-Bergen County HIV Health Services Advisory Council from 1993 to 1997, and from 1997 to 2016 she was a member of the New Jersey Task Force on Child Abuse and Neglect. These early positions gave her a strong record in both city management and social policy.
New Jersey General Assembly Breakthrough (1997–2011)
Pou was appointed to the New Jersey General Assembly in January 1997, succeeding Bill Pascrell after his election to the U.S. House of Representatives. She served as Assistant Minority Leader from 2000 to 2001 and as Deputy Speaker from 2002 to 2005, showing an early ability to win leadership trust in Trenton.
During her Assembly tenure, Pou served on the Appropriations Committee, which she later chaired from 2006 to 2011, the Budget Committee, the Education Committee, and the Joint Budget Oversight Committee. She also chaired the Senior Issues Committee and served as vice chair of the Appropriations Committee, building a reputation as a detailed-oriented legislator focused on fiscal and social policy.
New Jersey Senate Era (2012–2025)
Instead of seeking re-election to her Assembly seat in 2011, Pou ran for the New Jersey Senate in the 35th legislative district. She easily defeated former Haledon Mayor Ken Pengitore and was sworn in as Senator in January 2012. She went on to win re-election in 2013, 2017, 2021, and 2023, demonstrating consistent support from her district.
In the Senate, Pou served as Majority Caucus Chair and chaired the New Jersey Legislative Latino Caucus starting in 2006. From 2022 to 2023, she also served as president of the National Hispanic Caucus of State Legislators, expanding her influence to a national level. She also returned to Paterson city government, serving as business administrator from 2014 to 2018, and worked as a project coordinator for the Paterson Parking Authority in 2019.
U.S. House of Representatives Era (2025–Present)
Following the death of incumbent Congressman Bill Pascrell on August 21, 2024, Passaic County Democratic committee members nominated Pou to replace him on the ballot as the Democratic candidate in New Jersey’s 9th congressional district. She was selected on August 29, 2024, just before the filing deadline that night, and went on to defeat Republican Billy Prempeh in the November 2024 election by almost 5 points, a much narrower margin than past congressional races in the district.
She was sworn in as U.S. representative in 2025, becoming the first woman to hold the seat following Pascrell’s long tenure. Pou is running for re-election in 2026, with reporting noting both Republican and progressive criticism of her recent votes and a paid trip to Israel sponsored by a pro-Israel lobbying group.
Notable Events and Milestones
Pou’s career-defining moments include her 1997 swearing-in as the first woman and first Hispanic to represent the 35th legislative district, her leadership of the New Jersey Legislative Latino Caucus starting in 2006, and her rapid selection in 2024 to succeed her longtime mentor Bill Pascrell on the congressional ballot. Her 2024 win, in a district that shifted toward Republicans at the presidential level, stood out as a hard-fought victory in a changing political landscape.
