Giorgos Kaminis Bio
Giorgos Kaminis (born 15 July 1954) is a Greek–American politician, lawyer, and professor of constitutional law whose career has spanned academia, independent public service, and elected office in Greece. He served as the Greek Ombudsman from April 2003 until September 2010 and was elected Mayor of Athens in 2011, holding the office for two terms until 2019. A legal academic by training, he has combined scholarship in public law with active political engagement, most recently through the Renewal tendency within the Movement for Change.
Kaminis holds dual Greek and U.S. citizenship and is a member of the Renewal Movement for Change. He is also identified with the broader centre-left political tradition associated with PASOK, with which the Movement for Change has been historically aligned.
Early Life and Background
Giorgos Kaminis was born in New York City, where his father, Vasilis Kaminis, was working at the time. He holds both Greek and American citizenship, a dual heritage that has shaped his perspective on transatlantic affairs. At the age of five, he left New York and moved to Athens, where he spent the remainder of his upbringing.
Growing up in Greece, Kaminis pursued an early interest in law and public affairs, fields that would define his later professional life. His formative years in Athens laid the groundwork for the academic and legal studies he would undertake at some of Europe’s most respected institutions.
Path to Politics
Kaminis studied at the Faculty of Law of the University of Athens, graduating in 1980. He then conducted postgraduate studies in public law at Panthéon-Assas University in Paris, earning a Master of Advanced Studies (MAS) in 1982. He continued his studies at Panthéon-Sorbonne University, where he obtained a doctorat d’État en droit in 1989, a doctorate regarded as the highest academic qualification in the French system.
His academic path was matched by an early entry into public service. In November 1982, he was hired as a research and teaching fellow at the Faculty of Law of the University of Athens, where he was elected a lecturer in 1991 and an assistant professor in 1998. Early Career (1989–2003)
After completing his doctorate in 1989, Kaminis continued his work as a research fellow at the Greek Parliament while rising through the academic ranks at the University of Athens. His growing reputation in constitutional law led to his appointment as Deputy Ombudsman for Human Rights, a position he held from 1998 to 2003. In that role, he addressed a wide range of citizen complaints against public administration, building a public profile as a defender of rights and accountable governance.
His tenure as Deputy Ombudsman coincided with significant debates in Greece over civil liberties, institutional reform, and European integration. The experience positioned him as a credible, nonpartisan figure capable of handling sensitive disputes between citizens and the state.
Greek Ombudsman Era (2003–2010)
In April 2003, Kaminis was appointed Greek Ombudsman, the country’s principal independent authority for the protection of citizens’ rights. He served in this role for more than seven years, overseeing investigations into administrative maladministration and promoting transparency in public services.
During his tenure, he became a prominent public voice on issues ranging from social welfare rights to environmental concerns. In September 2010, Kaminis resigned from the Ombudsman post in order to run in the upcoming local elections, signaling his transition from independent oversight to active electoral politics.
Mayor of Athens (2011–2019)
Kaminis was elected Mayor of Athens after the second round of the 2010 Greek local elections, running as an independent. He had been nominated by the small, newly formed Democratic Left party and was also backed by the ruling Panhellenic Socialist Movement (PASOK), the Ecologist Greens, and Portokali, along with Drassi and the Liberal Alliance. In the second round of voting, he won 52% of the vote, defeating Nikitas Kaklamanis, the centre-right incumbent supported by New Democracy and the Popular Orthodox Rally. His victory made him the first left-of-centre candidate elected mayor of the Greek capital, historically a conservative stronghold, in more than two decades.
He was re-elected in 2014, defeating the Syriza candidate Gabriel Sakellaridis in the second round, demonstrating continued voter confidence during a period of acute economic crisis. As mayor, Kaminis presided over the city during the height of Greece’s financial difficulties, working to maintain municipal services and address the social impact of austerity on Athens residents. He served two terms as mayor, leaving office in 2019.
Parliamentary Career and Renewal (2019–Present)
On 24 February 2018, Kaminis announced the formation of a political tendency called Renewal within the Movement for Change, a nascent political alliance of centre-left parties formed around PASOK. The initiative sought to broaden the appeal of the Greek centre-left at a time of political realignment. On 7 July 2019, he was one of 12 candidates elected to the Hellenic Parliament through party-list proportional representation, marking his return to national-level politics after his mayoral tenure.
On 22 June 2022, Kaminis announced that he would not contest the next election. Through his role in the Renewal tendency and his parliamentary service, he has remained an influential voice in debates about the future direction of the Greek centre-left.
