He is the son of Ecuadorian businessman Álvaro Noboa Pontón and Ecuadorian physician Annabella Azín. Within hours of taking office, Noboa pledged reforms to reduce violence and create employment, and he began appointing his cabinet. He quickly moved to repeal the Drug Consumption Table, propose the deportation of 1,500 foreign prisoners, and announce plans to build two maximum-security prisons modeled on El Salvador.
