Joe Neguse Bio
Joseph D. Neguse is an American lawyer and politician who has served as the U.S. representative for Colorado’s 2nd congressional district since 2019. A member of the Democratic Party, he represents a northwest Colorado district that includes Fort Collins, Longmont, and Boulder, along with many rural and mountain communities. He is the first Eritrean-American elected to the United States Congress and Colorado’s first Black member of Congress. In 2024 he was elected House assistant Democratic leader, joining House Democratic leadership.
Prior to his time in Congress, Neguse worked in Colorado state government and built a career in private legal practice. He has been recognized for his effectiveness in office, including a ranking as the second-most effective House Democrat in the 118th Congress by the Center for Effective Lawmaking at Vanderbilt University and the University of Virginia.
Early Life and Background
Joseph D. Neguse was born on May 13, 1984, in Bakersfield, California, where his parents had settled after immigrating to the United States from Eritrea. They met in Bakersfield, married, and had Joe and his younger sister. When he was six years old, the family relocated to Colorado, first living in Aurora and Littleton before settling in Highlands Ranch.
Neguse graduated from ThunderRidge High School and went on to attend the University of Colorado Boulder, where he served as student body president. He earned a bachelor’s degree in political science and economics, graduating summa cum laude in 2005. He then continued at the University of Colorado Law School, receiving his Juris Doctor in 2009.
Path to US Politics
Neguse’s interest in public service took shape early. While still a student, he founded New Era Colorado, an organization focused on bringing young people into the political process. He also worked at the Colorado State Capitol as an assistant to Andrew Romanoff during Romanoff’s time in the Colorado House of Representatives.
In 2008, Neguse was elected to the University of Colorado Board of Regents, representing Colorado’s 2nd congressional district, becoming the second African American in Colorado history to serve on the board. He held that post until 2015. In 2014, he ran for Colorado Secretary of State, ultimately losing the race to Wayne W. Williams. The following year, Governor John Hickenlooper appointed him executive director of the Colorado Department of Regulatory Agencies, making him one of the youngest state cabinet officials in the country.

Early Career (2017–2018)
After years of state-level work, Neguse turned his attention to federal office. In June 2017, he announced his candidacy for the Democratic nomination in Colorado’s 2nd congressional district after incumbent Jared Polis launched a run for governor. He resigned from his post at the Colorado Department of Regulatory Agencies and joined the law firm Snell & Wilmer, where he practiced administrative law.
In the June 26, 2018, Democratic primary, Neguse faced businessman and former Boulder County Democratic Party chairman Mark Williams. He defeated Williams with 65.7 percent of the vote, winning all 10 counties in the district. In the November 6 general election, he beat Republican nominee Peter Yu with 60.2 percent of the vote, winning all but two counties and becoming the first Black American to represent Colorado in the U.S. House.
U.S. House Breakthrough (2019–2020)
Shortly after taking office, Neguse was elected by his House colleagues to serve in House leadership as co-freshman representative. He voted for the impeachment of President Donald Trump in 2019, and in 2020 the Lugar Center named him the most bipartisan member of the Colorado congressional delegation.
In November 2020, his House colleagues unanimously elected him co-chair of the Democratic Policy and Communications Committee, the number eight position in House Democratic leadership. On January 12, 2021, Speaker Nancy Pelosi appointed him a House impeachment manager for Trump’s second impeachment trial, making him the youngest impeachment manager in U.S. history. Neguse and his fellow managers built their case by drawing connections between Trump’s false claims of election fraud and the January 6 United States Capitol attack. The Senate ultimately acquitted Trump, although seven Republican senators voted to convict, making it the most bipartisan impeachment trial in U.S. history.

In December 2022, Neguse was elected chair of the Democratic Policy and Communications Committee, the fifth-highest position in Democratic Party leadership. He continued to build a record of legislative effectiveness, with the Center for Effective Lawmaking at Vanderbilt University and the University of Virginia ranking him as the second-most effective House Democrat in the 118th Congress.
On March 20, 2024, Neguse was elected House assistant Democratic leader, succeeding Jim Clyburn. The same year, he won reelection to a fourth term in Congress.
