Russell Mark Fulcher (born March 9, 1962) is an American businessman and politician serving as the U.S. representative for Idaho’s 1st congressional district since 2019. A member of the Republican Party and the House Freedom Caucus, he represents a deeply conservative region of southwestern Idaho anchored by Boise. Before entering Congress, Fulcher built a career in Idaho’s technology and commercial real estate sectors and served in the Idaho State Senate for nearly a decade.
