Summer Lynn Lee (born November 26, 1987) is an American politician and social activist who has served as the U.S. representative for Pennsylvania’s 12th congressional district since 2023. A member of the Democratic Party, her district includes the majority of Pittsburgh and adjacent eastern suburbs, including parts of Westmoreland County. After winning the 2022 primary and general election, Lee became the first Black woman to represent Pennsylvania in Congress.
Before her time in Washington, D.C., Lee served in the Pennsylvania House of Representatives for the 34th district from 2019 to 2022. She is a former member of the Democratic Socialists of America and is commonly associated with a cohort of progressive House Democrats known as “The Squad.” Lee is recognized for her grassroots organizing background, her focus on social and economic justice, and her willingness to take independent positions on major national and international issues.
Early Life and Background
Summer Lynn Lee was raised in North Braddock, Pennsylvania, a small borough in the Mon Valley region just outside Pittsburgh. She grew up in a working-class community that shaped her early awareness of economic inequality and labor issues. Her upbringing in a region shaped by the decline of the steel industry informed her later interest in social activism and public service.
Lee attended Woodland Hills High School, where she became involved in student advocacy and community organizing. After graduating, she enrolled at Pennsylvania State University, where she earned a Bachelor of Arts in journalism in 2009, with minors in international studies and French. Her journalism training helped sharpen her communication skills and her ability to tell stories about working families and underrepresented communities.
Following her undergraduate studies, Lee continued her education at the Howard University School of Law, earning her Juris Doctor in 2015. Path to US Politics
Lee’s entry into electoral politics began at the local level. After leading a successful write-in campaign for a school board candidate in her community, an organizer from Pittsburgh’s chapter of the Democratic Socialists of America approached her about running for the Pennsylvania House of Representatives. Encouraged by this network, she challenged longtime incumbent Paul Costa in the 2018 Democratic primary for the 34th district.
Lee defeated Costa by a wide margin, winning 67.8 percent of the vote to his 32.2 percent. She credited her victory to grassroots campaigning, door-knocking, and a message focused on economic opportunity, healthcare, and education. She was unopposed in the general election and took office in 2019, becoming one of the youngest members of the Pennsylvania legislature at the time.
During her three terms in the Pennsylvania House, Lee built a reputation as a vocal progressive, championing issues such as workers’ rights, environmental justice, and criminal justice reform. Her strong performance and growing profile in the Pittsburgh area positioned her for a run at federal office. Early Career (2018-2019)
Summer Lee’s political career officially began in 2018 with her primary challenge of Pennsylvania state Representative Paul Costa. Backed by a coalition of grassroots organizers, labor groups, and progressive activists, she campaigned on a platform of economic fairness, criminal justice reform, and clean energy jobs. Her decisive primary victory signaled a generational and ideological shift in Pittsburgh-area politics.
After winning the Democratic nomination, she was unopposed in the general election and was sworn into the Pennsylvania House of Representatives in January 2019. 2022 Congressional Campaign Breakthrough (2022)
In October 2021, Lee announced her candidacy for Pennsylvania’s 18th congressional district following Representative Mike Doyle’s retirement announcement. After Pennsylvania’s congressional map was redrawn in February 2022, most of the old 18th district, including Pittsburgh and parts of the Mon Valley and Westmoreland County, became the new 12th district, and Lee shifted her campaign to that seat.
Lee won the Democratic primary on May 17, 2022, defeating rival Steve Irwin. Although Irwin held an early lead with mail-in ballots, Lee pulled ahead once in-person Election Day votes were counted, ultimately prevailing by about 740 votes. She carried the Allegheny County portion of the district by nearly 4,500 votes. Most major networks declared her the winner by May 20, and Irwin conceded that same day.
In the November 8, 2022 general election, Lee defeated Republican Mike Doyle, who is not related to the retiring Democratic incumbent. Her victory made her the first Black woman to represent Pennsylvania in Congress, a milestone that drew national attention. She was simultaneously reelected to a third term in the Pennsylvania House, but resigned that seat on December 7, 2022, to assume her new role in the U.S. House of Representatives.

Lee joined 40 other House Democrats in a letter calling on the Biden administration to preserve FDA approval for mifepristone and protect access to reproductive healthcare nationwide. She voted against the Fiscal Responsibility Act of 2023 and was the only no-vote among western Pennsylvania House members, citing concerns about cuts to social programs. After a Norfolk Southern train derailment in Pittsburgh on April 8, 2023, she became an original co-sponsor of the DERAIL Act, which would impose stricter federal rail safety regulations.
On the international stage, Lee has carved out an independent voice. She voted against several resolutions supporting Israel and was one of 19 representatives to vote against House Resolution 311, which honored the 75th anniversary of Israel’s independence. She co-sponsored legislation addressing the treatment of Palestinian children under Israeli military occupation and called for a ceasefire following the October 2023 Hamas attack on Israel. In May 2023, she was among nearly 50 members of Congress barred from entering Russia. She also voted against a bill that would have forced the sale of TikTok, calling the platform “an incredible organizing tactic.”
