Jack Markell Bio
Jack Alan Markell (born 26 November 1960) is an American politician and diplomat. A member of the Democratic Party, he served as the 73rd governor of Delaware from 2009 to 2017 and previously held three terms as the state’s treasurer from 1999 to 2009. In the Biden administration he has served as the United States Ambassador to the Organisation for Economic Co-operation and Development and, since 2023, as United States Ambassador to Italy and San Marino. He is Delaware’s first Jewish governor and is married to Carla Smathers, with whom he has two children.
During his time in office, Markell advanced major education and energy reforms, supported LGBT rights including the legalization of same-sex marriage, and pursued business development projects that brought new employers to Delaware. His career has spanned banking, consulting, telecommunications, public office, and diplomatic service.
Early Life and Background
Jack Alan Markell was born and raised in Newark, Delaware, the son of William Markell, who taught accounting at the University of Delaware, and Elaine “Leni” Markell, a social worker. He grew up in a household connected to both business and public service, with strong ties to his hometown community. As a child, he attended Camp Galil, a summer camp affiliated with the Labor Zionist youth movement Habonim Dror, which helped shape his early interest in civic engagement.
Markell attended Newark High School before continuing his education at Brown University, where he earned a Bachelor of Arts in economics and development studies. He later attended the University of Chicago Booth School of Business, completing a Master of Business Administration. His academic background in economics and business laid the foundation for his later work in both the private sector and public finance.
Path to US Politics
Markell began his business career in 1982 as a banker at First Chicago Corporation. He moved to McKinsey & Company in 1986 as a consultant, gaining experience in strategic problem-solving. In 1989, he joined Fleet Call, a small startup that would become Nextel Communications, serving as senior vice president for corporate development from 1989 to 1995. He was the company’s 13th employee, and the name “Nextel” itself is attributed to Markell.
After leaving Nextel, Markell worked as a senior manager at Comcast Corporation from 1996 to 1998. His corporate experience in banking, consulting, and telecommunications gave him a broad base before he entered public life. Early Career (1982–1998)
Markell’s professional path began in the private sector, where he built a record in finance and business. His years at First Chicago Corporation and McKinsey & Company provided a grounding in banking and management consulting, fields that sharpened his understanding of markets and organizational strategy.
His most formative early role came at Nextel Communications, where he helped lead the company through the wireless telecommunications revolution of the 1990s. Leaving Nextel in 1995, he moved to Comcast Corporation, where he served as a senior manager from 1996 to 1998. These positions in fast-growing industries gave him the experience and networks that would later support his transition into government.
Delaware State Treasurer (1999–2009)
Markell was first elected state treasurer of Delaware in 1998, unseating four-term Republican incumbent Janet Rzewnicki. He was re-elected in 2002 and 2006, serving three terms and establishing a public profile centered on financial management and reform. As treasurer, he led the development of several educational efforts in personal financial management, collectively known as the Financial Literacy initiatives.
He created the “Delaware Money School,” which offers free classes to residents on saving for college and retirement planning, and started the “Delaware Bank at School Program,” which brought banks and financial education directly to schools. In 2001, Governor Ruth Ann Minner appointed him to chair the information services task force, and in 2002, he led efforts to streamline state procurement. He also launched the “Health Rewards” initiative for state employees.
Governor of Delaware (2009–2017)
After Governor Minner was term-limited, Markell announced his candidacy for governor. He defeated Lieutenant Governor John Carney with 51% of the vote in the Democratic primary and went on to defeat Republican nominee Bill Lee with 67% of the vote in the 2008 general election, becoming Delaware’s first Jewish governor. His inauguration in 2009 was held late at night to comply with state constitutional requirements and to allow Delaware residents to watch the inauguration of President Barack Obama and Vice President Joe Biden.
Markell entered office facing a budget shortfall of nearly $800 million and cut his own salary by 20%. He worked with the General Assembly to pass a balanced budget that included an 8% pay cut for state employees, legalization and taxation of sports betting, and more than $200 million in spending reductions. He also signed energy legislation aimed at reducing Delaware’s energy consumption, updated building codes, and created new recycling programs requiring curbside pickup. On July 2, 2009, he signed legislation banning discrimination based on sexual orientation in housing, insurance, public accommodations, and employment.
Markell won a second term on November 6, 2012, defeating Republican challenger Jeff Cragg by nearly 40 points. In his second term, he signed legislation legalizing same-sex marriage in Delaware on May 7, 2013, making Delaware the eleventh state to expand marriage rights to same-sex couples. He also signed legislation banning discrimination against transgender individuals, raised the state minimum wage, and proposed an $800 million effort to clean Delaware’s waterways. He served as chairman of both the Democratic Governors Association and the National Governors Association.
Diplomatic Service (2021–Present)
On June 23, 2021, President Joe Biden nominated Markell to serve as United States Ambassador to the Organisation for Economic Co-operation and Development. Hearings on his nomination were held before the Senate Foreign Relations Committee on September 28, 2021, and the committee favorably reported his nomination on October 19, 2021. The Senate confirmed him on December 18, 2021, by voice vote. He was sworn in on January 14, 2022, and presented his credentials to OECD Secretary General Mathias Cormann on February 11, 2022.
On May 12, 2023, President Biden nominated Markell to serve as United States Ambassador to Italy and San Marino. The Senate Foreign Relations Committee held hearings on June 21, 2023, and favorably reported the nomination on July 13, 2023. The full Senate confirmed him on July 27, 2023, by voice vote, and he presented his credentials to Italian President Sergio Mattarella on September 23, 2023. In 2021, he also served as White House coordinator for Operation Allies Welcome, a civilian-led program assisting Afghan refugees resettling in the United States.
Notable Events and Milestones
Among Markell’s signature achievements was the legalization of same-sex marriage in Delaware in 2013, which made the state the eleventh in the nation to expand marriage rights to same-sex couples. He also oversaw the state’s response to a severe budget crisis early in his first term, helping to avoid a government shutdown through a compromise budget signed at 4 a.m. on July 1, 2009. In 2018, the 5.5-mile Jack A. Markell (JAM) bike trail was dedicated to him, connecting the Wilmington Riverfront with New Castle’s Battery Park as part of the East Coast Greenway.

Markell’s public work has earned him recognition in the areas of education and language advocacy. During his governorship, his World Language Expansion Initiative created language immersion programs in Mandarin and Spanish for Delaware students in grades K–8, with a goal of reaching 10,000 students by 2022. In 2013, he received the Foreign Language Advocacy Award from the Northeast Conference on the Teaching of Foreign Languages in recognition of this accomplishment.
