Jefferson Scott Shreve (born September 24, 1965) is an American politician and businessman who has served as the U.S. Representative for Indiana’s 6th congressional district since 2025. A member of the Republican Party, he is also the founder of the self-storage company Storage Express and serves on the board of Extra Space Storage. He is considered a moderate Republican within his party.
Before his election to Congress, Shreve served two appointed terms on the Indianapolis City-County Council, from 2013 to 2016 and again from 2018 to 2020. He also ran unsuccessfully for Mayor of Indianapolis in 2023. In 2024, he won Indiana’s 6th congressional district with 63.9 percent of the vote and was sworn into office on January 3, 2025.

Jefferson Scott Shreve was born in Indianapolis, Indiana, on September 24, 1965, and was raised in the University Heights neighborhood of the city. Growing up in Indianapolis gave him a long-standing connection to the local community that has shaped much of his later career in business and public service.
He went on to earn a Bachelor of Arts from Indiana University in Bloomington. He later obtained a Master of Arts in international studies from the University of London, followed by a Master of Business Administration in agribusiness from the Krannert School of Management at Purdue University in West Lafayette.

Shreve’s path into public service began with his appointment to the Indianapolis City-County Council in 2013, when the previous councilor resigned to join Governor Mike Pence’s administration. He served until January 2016 and chose not to run for re-election. In 2018, he was again appointed to the council after a different incumbent resigned following a felony plea, and he served a second term until January 2020.
Between his two council appointments, Shreve ran for the Indiana Senate in the 36th district, losing the Republican primary to Jack Sandlin by roughly 2.6 percent. He also ran unsuccessfully for an Indiana University trustee seat in 2018. In 2023, he campaigned for Mayor of Indianapolis but lost to incumbent Joe Hogsett by 31,097 votes. During that campaign he proposed banning assault weapon sales, repealing Indiana’s permitless carry law, and raising the legal age to purchase a firearm to 21, a position that earned him an F rating from the NRA Political Victory Fund.

Shreve’s public career began with his 2013 appointment to the Indianapolis City-County Council, filling the seat left vacant when Jeff Cardwell joined the Pence administration. He did not seek re-election in 2015 and left office in January 2016. He returned to the council in 2018 after Jeff Miller resigned following a guilty plea on four felonies, and again left in January 2020 without running for another term.
During this period he also ran for the Indiana Senate in the 36th district and lost the Republican primary to Jack Sandlin, and he ran unsuccessfully for an Indiana University trustee position in 2018. These early contests helped establish his profile as a moderate Republican in central Indiana.

Shreve announced his run for Congress in Indiana’s 6th congressional district in 2024 after incumbent U.S. Representative Greg Pence announced his retirement. Following redistricting, the district shifted north and absorbed much of southern Indianapolis, including the area where Shreve lives. He won the Republican primary in May 2024 against a field that included Mike Speedy, Jeff Raatz, Bill Frazier, and John Jacob, and went on to win the general election with 63.9 percent of the vote.
U.S. House Tenure (2025–Present)
Shreve was sworn in as a member of Congress on January 3, 2025. On that same day he voted for Mike Johnson in the 2025 United States Speaker of the House election. He has sponsored the Build the Wall Act of 2025 resolution and is working on an effort to amend the FAST Act.
In his first term he has been associated with a moderate Republican voting profile, consistent with his earlier stances on issues such as gun regulation. His residence remains in Indianapolis.
