Steven Alexzander Horsford (born April 29, 1973) is an American politician and businessman serving as the U.S. representative for Nevada’s 4th congressional district, a position he has held since 2019 after first serving from 2013 to 2015. A member of the Democratic Party, Horsford served in the Nevada Senate from 2005 to 2013 and was the state’s first African American majority leader from 2009 to 2013. He was the first African American to represent Nevada in Congress and served as chair of the Congressional Black Caucus for the 2023–2025 term.

Steven Alexzander Horsford was born and raised in Las Vegas, Nevada, on April 29, 1973. His mother, Pamela Horsford, immigrated to the United States from Trinidad as a teenager and gave birth to him when she was 17 years old. His father, Gary Shelton, worked as a cook in North Las Vegas and was killed when Horsford was 19. Reports differ on the circumstances, with one stating Shelton was shot during a robbery attempt at work and another describing a drug-related incident.
While attending Ed W. Clark High School in Las Vegas, Horsford held early jobs at Pizza Hut and at a veterinarian’s office, where he cleaned kennels after hours. After his father’s death, he briefly returned home from the University of Nevada, Reno, before resuming his studies. He went on to study political science and communications and received a degree from the University of Nevada, Reno, in 2014.
Path to U.S. Politics
Horsford’s entry into public life began in the mid-1990s through business and civic work in Las Vegas. In 1996, he joined R&R Partners, a Las Vegas-based marketing and consulting firm that later managed the city’s famous “What happens in Vegas, stays in Vegas” campaign. He also served as CEO of the Culinary Training Academy, a job-training program, and worked with the Southern Nevada Workforce Investment Board.

Horsford launched his political career in 2004 when he won a seat in the Nevada Senate representing the 4th district in Clark County, defeating Republican Mabel Florence Lucier by 72% to 28%. He became the fourth African American to serve in the Nevada State Senate and was reelected in 2008 with 74% of the vote. In February 2009, he was elevated to Nevada Senate Majority Leader, the first African American to hold that position.
During his time as majority leader, Horsford served in six special sessions and four regular sessions of the Nevada Legislature. He chaired the Senate Finance Committee and also served on the Senate Committee on Revenue and the Senate Committee on Legislative Operations and Elections. He was also active in the 2008 presidential election, helping arrange Nevada’s early presidential caucus and co-chairing Barack Obama’s campaign in the state.
First Congressional Term (2013–2015)
In 2011, Horsford announced his campaign for Congress and chose to run in Nevada’s newly created 4th congressional district. He won the Democratic primary without opposition after his only challenger dropped out and went on to defeat Republican businessman Danny Tarkanian 50% to 42% in the general election. He was sworn in on January 3, 2013, becoming the first African American to represent Nevada in Congress.

After his 2014 loss, Horsford returned to R&R Partners, where he led an initiative with MGM Resorts International tied to the development of MGM National Harbor in Maryland. In January 2018, he announced a run for the open seat in Nevada’s 4th congressional district vacated by Democrat Ruben Kihuen. He won the Democratic primary and defeated Cresent Hardy again in the general election, returning to Congress in January 2019.
Since his return, Horsford has won reelection multiple times, including a five-point victory over Republican Jim Marchant in 2020, an unopposed primary followed by a roughly 5% win over Republican Sam Peters in 2022, and continued service in the 119th Congress. He voted for both articles of impeachment against President Donald Trump in 2019, voted with President Joe Biden’s stated position 100% of the time in the 117th Congress, and served as chair of the Congressional Black Caucus from 2023 to 2025.
